		<description>this was my first apartment in pvd. i used to live on one half of the top floor. it was a crazy building with double staircases. all the floors were slanted and the rooms were weirdly placed. the address was actually 51 battey st, which is around the corner from the store entrance. i was there from 2000-2001 and the store was a great functioning corner store at the time.</description>

You are probably assuming &quot;market price&quot; for rehab. Almost nothing in declining neighborhoods is attempted without some form of government subsidy. That is as it must be, market rents would not support the cost of rehab otherwise. This is accomplished with &quot;soft seconds&quot;; second mortgages which disappear, or are forgiven, after a period of use as low income housing. &quot;Flipping&quot; is not allowed, but it can be accomplished.</description>

The &quot;Deli Sandwiches&quot; signs have been replaced with new wood molding, there&#039;s a permit in the window, and the metal grates over the windows (and the for sale sign) are gone.  Anybody know what this is turning into?</description>
