I notice there is neither a chimney, nor a gas meter visible. This tells me there is a strong possibility of electric heat. No wonder it is empty. The first thing that would have to be done is add a reasonable heating system, a very costly operation where there is not even an existing chimney to aid you. There are alternatives such as “direct vent” and “metalbestos”, but it is still a large cost factor. I doubt that many tenants in the area are “green” and williong to pay higher rent for a more efficient heating system. Of course the present system is so costly they are not prepared to pay any rent at all.
I think this building may be older than the 80′s, not sure of the heyday of electric heat but I think it was the late 60′s, early 70′s. Electricity was almost free then because of local nuclear power plants, and cheap fuel generally. I think they closed the nuclear plants in the 70′s.
Wow the single car, centered in front of the apartment building its a powerful image. I made my first trip deep into the west end after seeing Funsickles newest pics. I was blown away. I thought sections of Olneyville were bad, this area is on another level.
